Steve Bailey is a U.S. Navy veteran and seasoned professional with over 25 years of experience in the semiconductor industry, spanning roles in engineering management, sales, and supply chain management, both domestically and internationally.

He has been with the Department of Administration for 5 years and holds an undergraduate degree in engineering and technology management, along with an MBA in finance. Steve is married to Holly, with whom he shares 4 children and 5 grandchildren. In his free time, he enjoys nearly any outdoor activity with family and friends.

Steve brings over fifteen years of experience in the public safety field, fueled by a deep commitment to protecting and serving others. His diverse background includes roles as a Hostage Negotiator, Controlled Substance Detection Canine Handler, Community Liaison, and Public Information Officer. Among other things, Steve is skilled in producing comprehensive reports, conducting fact-finding interviews, and crafting detailed policy and procedure manuals, standard operating procedures, and strategic plans.

Known for his leadership and team-building abilities, Steve excels in developing and guiding teams to achieve their goals. His expertise extends to Continuity of Operations Planning (COOP), emergency preparedness, and the enforcement of IDAPA rules and state laws, reflecting his unwavering dedication to public safety. On a personal level, Steve successfully balances a demanding career with raising four children, aged 5, 10, 19, and 20, and has been happily married to his wife, Crystal, for eleven years. His professional dedication is matched by his devotion to his family.

Faith Knowlton

Joining the insurance industry in 1989, Faith has been involved in all aspects of Property and Casualty as well as Employee Benefits. She has overseen global and middle market insurance programs of varying size and risk profiles. Faith also has extensive field experience working with Independent Agents, Captive Agents, and Sureties. Faith attended San Diego State University and Northwest Nazarene University, graduating in Administration of Justice and Business Administration.

Valerie Bollinger was appointed Administrator of the Division of Purchasing in August 2020, after 6 years of working at DOP. Valerie joined DOP as a Buyer in August 2014 and became the State Purchasing Manager in mid-2016. She started her career in procurement at the University of Idaho in November 2012, where she found public procurement to be the perfect intersection of her background as an attorney and her passion for public service.

During her tenure as State Purchasing Manager and now Administrator of the Division, Valerie has helped implement tracking of KPIs, re-organized the Division, implemented the DOP Help Desk, and adopted a Strategic Plan for 2024 – 2026. Valerie has worked on many of the largest state procurements over the last decade, including many Medicaid procurements and the employee health insurance contract, and enjoys working on policies and strategic initiatives that help make those projects more efficient and transparent in order to deliver best solutions to the state and foster trust in government.

Valerie holds a B.S. in Biology from Loyola University Maryland and a J.D. from the University of Pittsburgh College of Law. She holds two national certifications in public procurement – the Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB)- from the Universal Public Procurement Certification Council. She has participated in leadership positions with the National Association of State Procurement Officials (NASPO) since 2016, including serving as a member of the Board of Directors since 2022 and as Board President in 2024.

Chief Financial Officer

Glenda Smith joined the Department of Administration as Chief Financial Officer in September 2024. Prior to joining the Department, she served at the Idaho State Tax Commission for 14 years . She was responsible for Revenue Accounting, Accounts Payable, Travel, P-Card, Budget, System Support, and interfaces between the Tax Commissions dedicated systems and STARS. In 2019, Glenda joined the LUMA project team, where her focus was Cash Management and Global Ledger conversions and implementation. She then returned to the Tax Commission to help that team transform their revenue processes to align with LUMA. Prior to joining state employment, Glenda worked for MPC Computers as the Vice President of Service & Support. She is a self-proclaimed data driven decision maker, truly passionate about process improvement.

Glenda grew up in Boise and graduated from Capital High School. She studied Math at Carroll College in Helena, Montana and graduated from Boise State (Go Broncos!) with bachelor’s Degrees in Math and Accounting and a Master’s Degree in Accounting.

Outside of work, Glenda is extremely involved in the community. She is a lifetime member of the VFW Auxiliary and volunteers and advises on numerous fundraising and charity events throughout the year. She loves to travel, especially to beach or island getaways. You can also occasionally catch her around town on her Harley.

Mike Evans

Human Resources Officer

Mike brings with him 27 years of experience as an HR professional across the federal and state public sectors, as well as the private sector. Most recently, he was with DHR’s central office, where he supported public safety agencies. Prior to that, he served at IDOC, where he began his state service in 2014.

Mike is a proud Idaho native and a Boise State University graduate, earning his degree in Human Resource Management. While he has lived in South Carolina and Washington, D.C., Idaho has always been home. Mike is happily married for 23 years, with three college-age children. Outside of work, he enjoys skiing, camping, riding ATVs, and spending as much time outdoors as possible.

 Kim Rau

Kim Rau joined the Department of Administration in 2021 after serving 16 years with the Department of Fish and Game. Kim’s diverse roles within the agency include Executive Assistant, Program Specialist, and Public Information Officer for the Department.

Kim is also a Certified Public Manager and serves as the Department’s webmaster. Kim grew up in Nampa and graduated from Vallivue High School. She is a US Army Combat Medic veteran, having served in Washington, Hawaii, and Germany.

Outside of work, Kim is happily married to Stan, has 3 grown children, and 2 perfect grandchildren. She enjoys gardening, sourdough bread baking, hunting, fishing, trapping, and just being outside.

Dale Reynolds

A native Idahoan, Dale was born and raised in Emmett and has dedicated nearly three decades to public service. His diverse experience spans leadership roles and community involvement. Dale has served as the Gem County Assessor, as well as on the Gem County Chamber Board, Planning and Zoning Commission, Fire District #1, and as a Sheriff’s Deputy. His currently as Nampa City Council President, and as a commissioner with the Nampa Development Corporation, a member of the Executive Board for Valley Regional Transit, and a past Chairman of the Permanent Building Fund Advisory Council.

In addition to his professional accomplishments, Dale is deeply connected to the Idaho community. He and his wife, Jodi, live in Nampa, where they have raised their three children. As a family, they enjoy exploring Idaho’s natural beauty, supporting local businesses, and cheering for the Idaho Steelheads.
