Policy Directives

Policy Directive No. 01-2 - Exempts purchases of vaccines from CDC contracts from competitive bidding. Used by public health agencies only. (10-1-01)

Policy Directive No. 01-3 - Exempts legal advertising, public service announcements, and purchase of copyrighted materials primarily available from the publisher from competitive bidding. (10-1-01)

Policy Directive No. 02-1 - Establishes a policy and procedure for true emergency purchasing. Exempts true emergencies from competitive bidding. (8-15-02)

Policy Directive No. 03-1 - Exempts some educational discounts offered to qualifying educational institutions from the bidding process. (7-1-03)

Policy Directive No. 06-1 - Endowment Fund Investment Board - a determination has been made that competitive solicitation procedures are impractical, disadvantageous & unreasonable when applied to acquisition of services related to fiduciary responsibilities. (1-1-06)

Policy Directive No. 06-2 - Veterans Homes - a determination has been made that competitive solicitation procedures are impractical, disadvantageous & unreasonable when applied to Medical Director for each of the Idaho Veterans Homes. (4-1-06)

Policy Directive No. 06-3 - Juvenile Corrections - a determination has been made that competitive solicitation procedures are impractical, disadvantageous or unreasonable when applied to some services used by Juvenile Corrections. (7-1-06)

Policy Directive No. 07-1 - Health and Welfare - a determination has been made that competitive solicitation procedures are impractical, disadvantageous & unreasonable when applied to specified groups within the Department of Health and Welfare. (1-1-07)

Policy Directive No. 07-2 - Veterans Services - a determination has been made that competitive solicitation procedures are impractical, disadvantageous, or unreasonable when applied to Licensed Pharmacist services for each of the Idaho State Veterans Homes within the Division of Veterans Services. (3-1-07)

Policy Directive No. 07-3 - Legal Services - a determination has been made to exempt from competitive acquisition procedures the acquisition of legal services (not already exempt as a small purchase under Idaho Purchasing Rule 44) by those state entities within the Department of Self-Governing agencies. (8-20-07)

Policy Directive No. 08-1 - Raises the no bid limit to $75,000 for state employee education, training, and related expenses.(10-20-08)

Policy Directive No. 08-2 - Veteran Services-a determination has been made that competitive solicitation procedures are impractical, disadvantageous, or unreasonable when applied to the following with in the Division of Veterans Services. Therapy services to include: Physical; Occupational and Speech for the Idaho State Veterans Home-Lewston (12-29-08)
