Design Services for Mid-Range Projects

Request for Information and Expression of Interest

The Division of Public Works is requesting an expression of interest from architectural and engineering firms for providing design services on projects with estimated fees between $40,000 and $80,000 per project. These proposals will be kept on file and used throughout the year for selection of design firms. If you already have a proposal on file with the Division of Public Works it will be retained. It is suggested that proposals be updated annually.

Description of Projects

Services will consist of full design and construction administration services for projects where the estimated design fee is between $40,000 and $80,000.

The types of projects that may be anticipated are small buildings, remodel projects, site utilities, paving and various types of maintenance projects. It is anticipated that construction projects up to the $800,000 to $1,000,000 range will be accomplished within this fee range.

Architects and Engineers will be selected for projects within the various regions of the State with the intention of using firms operating within each of the geographic areas as follows:

Firms located between major population centers such as those in the Twin Falls and Sun Valley area will be considered for adjacent areas.

Required Services

The state will require complete design services including observation during construction.

A relatively complete construction cost estimate will be required following the Design Development Phase and must be updated at the completion of construction documents.

The ARCHITECT or ENGINEER will be required to make presentations to the Permanent Building Fund Advisory Council and will be required to address code compliance, energy efficiency, maintenance concerns, and handicap access.

The ARCHITECT or ENGINEER will be required to meet regularly with the Project Manager for the purpose of providing a verbal report regarding the progress. Such meetings will show funds expended in the completion of the project and specific accomplishments related to the completion of the project.

Information Requested

It is the intent of the Division of Public Works to have on file in the Boise office, current and updated information on firms interested in being considered for these mid-range size projects. This information may be submitted at any time and must be maintained current upon any significant change in the firm's office location, ownership or significant employee changes. Updates of information, such as completed major projects or letters of recommendation can be submitted at any time. The Division will maintain a file on each firm. It is recommended that materials be updated or reconfirmed annually and resubmitted completely every two years.

The response to the request should identify the specific types of projects the firm is qualified for or wants to be considered for. For example, office buildings, correctional facilities, hospitals, civil, structural, mechanical, electrical projects, or other specific areas of practice. Please provide a separate proposal for each design discipline you wish to be considered for.

It is intended that one firm will be selected to perform the basic services, and that firm will have or contract for the required consulting services. The Division of Public Works currently maintains contracts for geotechnical, surveying and testing services, and these services typically will be independent of the design services. The response should include the following information:

Evaluation

When the need for a design firm is determined, an evaluation committee consisting of persons from the Division of Public Works and the using Agency will evaluate firms that have expressed in interest and have information on file, and will make a recommendation to the administrator.

It is anticipated that selection will be for firms that maintain an office within or near each geographic area, however availability or qualifications may result in some deviation.

Award

Based on the committee recommendation and review of previous performance, the Administrator of the Division of Public Works will recommend a course of action to the Permanent Building Fund Advisory Council. Based on Council action, a notice of intent to negotiate will be issued by the Division of Public Works, Department of Administration in accordance with prescribed procedures. Final award will be contingent upon the successful negotiation of a contract.

Architects and Engineers will be required to sign an agreement including the State's standard terms. A sample agreement of standard terms and conditions is available from the Division of Public Works.

The State may also negotiate separately with any source in any manner necessary to serve the best interests of the State of Idaho.
